1. About This Application

Hinaing ("the Platform", "we", "our") is a Philippine government civic intelligence system operated to monitor public sentiment, surface top citizen concerns, and support data-driven governance. It aggregates publicly available information from social media, news, and citizen-submitted reports to assist government agencies in understanding and responding to public issues.

2. Information We Collect

2a. From Facebook (via Meta Graph API)

We use the Meta Graph API to read publicly available posts and comments from official government agency Facebook Pages, news outlet Pages, and other public institutional Pages in the Philippines. We collect:

  • Post text content published on public Pages
  • Comments posted on those public Page posts
  • Post metadata: publication timestamp, reaction count, comment count, permalink URL
  • Comment author display names (as publicly visible on Facebook)
  • Page metadata: Page name, numeric Page ID, follower count

We do not collect private messages, personal profile posts, data from private Groups, or any information from users who have not made their content publicly visible. We do not use Facebook Login or collect Facebook account credentials from platform users.

2b. From News Sources

We collect article titles, body text, publication dates, and author names from publicly accessible Philippine news websites via their RSS feeds and public web pages.

2c. Citizen Ticket Submissions

Citizens may voluntarily submit concern reports ("tickets") through the Platform. We collect the information provided in the submission form, which may include: name (optional), contact email (optional), contact phone number (optional), location (region, province, municipality), and a description of the concern. Anonymous submissions are supported; no account creation is required.

2d. Platform Usage

We collect standard web server logs including IP addresses, browser type, referring pages, and page visit timestamps for security and operational purposes. We use necessary session cookies to maintain authenticated dashboard sessions for government staff. We do not use third-party advertising trackers.

3. How We Use Information

  • To identify and rank public issues affecting Philippine citizens
  • To generate daily intelligence reports for government agencies
  • To track sentiment trends and measure government responsiveness
  • To route citizen ticket submissions to the appropriate agency
  • To operate, maintain, and improve the Platform
  • To comply with legal obligations

All analysis is conducted at an aggregate and topical level. The Platform is designed to surface issues, not to profile individual users.

4. Legal Basis for Processing

Processing of publicly available social media and news content is conducted on the basis of legitimate interest in supporting civic governance and public administration in the Republic of the Philippines, consistent with the Data Privacy Act of 2012 (Republic Act No. 10173) and its Implementing Rules and Regulations.

Processing of citizen ticket submissions is based on the consent provided by the submitting citizen at the time of submission.

5. Data Sharing and Disclosure

We do not sell personal information. We may share information with:

  • Government agencies — aggregated issue intelligence and relevant ticket submissions are accessible to authorized government officials on the Platform
  • Infrastructure providers — we use Supabase (database), Vercel (hosting), and Resend (email delivery) as technical service providers who process data on our behalf under data processing agreements
  • Legal authorities — where required by Philippine law or valid legal process

6. Data Retention

  • Social media post content: retained for 12 months, then anonymized or deleted
  • Processed issue intelligence: retained for the operational life of the Platform
  • Citizen ticket submissions: retained for 3 years or until resolution, whichever is later
  • Web server logs: retained for 90 days

7. Your Rights

Under the Data Privacy Act of 2012, Philippine residents have the right to:

  • Be informed about how their personal data is processed
  • Access personal data we hold about them
  • Correct inaccurate personal data
  • Request erasure of personal data where legally permissible
  • Object to processing based on legitimate interest
  • File a complaint with the National Privacy Commission

8. Facebook Platform Data

Our use of the Meta Graph API is limited to reading publicly available Page content and complies with Meta's Platform Terms and Developer Policies. We do not use Facebook data for advertising, do not transfer Facebook data to third parties except as described in Section 5, and do not use Facebook data to build user profiles for non-civic purposes.

Facebook users who wish to restrict our access to their public Page comments may do so by adjusting the privacy settings of their Facebook account or by contacting us at the address below.

9. Security

We implement industry-standard security measures including encrypted data transmission (TLS), access controls, row-level database security, and regular security reviews. No system is completely secure; if you discover a security vulnerability, please report it responsibly to admin@hinaing.com.

10. Changes to This Policy

We may update this policy to reflect changes in the Platform or applicable law. Material changes will be posted on this page with an updated effective date. Continued use of the Platform after changes constitutes acceptance of the revised policy.
