Cebu CCTO enforcement against illegal parking in PUV lay-bys near schools

The Cebu City Transportation Office (CCTO) conducted an enforcement operation at a Public Utility Vehicle lay-by near Guadalupe Elementary School after motorcycles and vehicles were illegally parked there, blocking sidewalks and forcing pedestrians onto the main road. The CCTO impounded four motorcycles and issued citations, emphasizing that lay-bys are intended for passenger convenience and not for parking, as part of broader road safety efforts including recently installed pedestrian traffic lights.
